1) Introduction: employer and expected results
The Vocational Education Development Center Malang (VEDC/PPPGT) is an integrated part of the Indonesian Vocational Education System under the Ministry of National Education (MoNE).
The VEDC Malang offers small series production, training and formal tertiary education in technical subjects for teachers at vocational schools (pre- and inline service), BA engineer education (D4), consulting in vocational education and demand oriented training for job seekers or industry.
The training delivered in 2005 amounts to 11,000-person month training per year.
The institution plays an important role as developer and implementer in vocational education activities to the society, industry and government institutions, national and international.
The Cooperative Education on University Level offers education in Automation Technology, Mechatronic and Information Technology in Co-operation with actual 80 industry partners, PENS-ITS Surabaya and BA Stuttgart. There are actual ~600 students at BA Malang enrolled. Due to student fees to be paid, this education model can be considered as (mainly) subsidy free.
Contacts to the German chamber of commerce (EKONID) and more than 80 partner industries are established by training in (mainly all) technical specializations, engineer level education (BA), Teaching Aid Development, Production Services and Consulting.
VEDC is appointed as authorized training center for Siemens , Rexroth , Festo and Cisco and contributes this experience to develop and implement demand driven curricula based on industry standards.
The implementation of the vocational education component in NTVET-GTZ and the IGI VEDC Malang demand-oriented training programs for automation technology have been successfully supported.
Established contacts with e.g. BMF+T, BIBB, Fraunhofer Institut, ITB Bremen (EU-Asia Link Program “International accreditation of teacher education”), Universities of applied science, DAAD, DSE and ministries of the states Baden Wurttemberg and Hesse and institutions from Swiss and France are established, as well as their mechanism to maintain them.
- This education model has to be officially legalized on a short notice by transforming the VEDC Malang in to a D4 Polytechnic, to fulfill all legal aspects as demanded by the Directorate of Higher Education.
- The Joint Program BA Malang Model should be proposed as the national standard; to be implemented at all P3GT’s or interested Polytechnics. To support a national implementation of Joint Program BA, I recommend to apply for a new integrated CIM expert, who may as well support the EU Asia Link transnational teacher education project.
- The available option for one semester Master Education in cooperation with UM/VEDC Malang and the Ministry of education State of Hesse/Germany should be implemented by August 2006, even this year all costs for the fellowship are to be borne by the Indonesian government. This example, if works out positive, may be the platform for this new approach of German Technical Cooperation Programs for a five year period financially shared by both countries.
- To improve the quality of teaching, focus stronger to the classroom level. Supports projects on that level will make the real difference, because it is directly targeting to the core stakeholders: teachers and students. This statement is proved by an actual pilot project called “Responsibility Plus”in the state of Hesse, in which I will be active, if I am back in Germany.
- Keep your principle to gain experience by international co-operations in order to improve and establish international education standards and cultural understanding.
- LESS IS MORE. Maintain your good contacts and do not overload you with always new activities, this will exhaust you and hamper your established contacts.
- For mutual quality improvements of teachers I recommend an additional pre-inline system of teacher education, to prepare, improve and select young teachers in a better way.
Germany may provide an interesting benchmark.
