Employer:       Pusat Pengembangan Penataran Guru Teknologie (P3GT) / Vocational Education Development Centre (VEDC) Malang

 

1) Introduction: employer and expected results

 

The Vocational Education Development Center Malang (VEDC/PPPGT) is an integrated part of the Indonesian Vocational Education System under the Ministry of National Education  (MoNE).

 

 

The VEDC Malang offers small series production, training and formal tertiary education in technical subjects for teachers at vocational schools (pre- and inline service), BA engineer education (D4), consulting in vocational education and demand oriented training for job seekers or industry.

The training delivered in 2005 amounts to 11,000-person month training per year.

 

 

The institution plays an important role as developer and implementer in vocational education activities to the society, industry and government institutions, national and international.

 

 

 

 

The VEDC contributes substantially to its yearly total budget of approx. Rp 42 Billion out of income generating activities such as education, training, consulting and production activities in order to add management flexibility, incentives for staff and allocations for innovations. The general expectation is to support the institution in improving the Vocational Education System and curriculum at all levels by capacity building support and to establish a national and international network to meet the international standards for education and training.
2) Relevance of the assignment
Indonesia has developed an academic education system, which can compete internationally. Based on the result of a study, implemented in the year 2000, there is a big lack of vocational skill competences, which are necessary to improve productivity and value adding for a fruitful economy in Indonesia.
This study triggered the initiative of MoNE to establish the Joint Program BA Malang as a skill oriented engineering education on tertiary level (D4 equivalent to S1), which takes place ~ 40% at industry. The Joint Program is targeting to industry engineering students and teacher students for vocational schools.
This is the first model of a dual system approach for vocational education on tertiary level in South East Asia. Therefore many stakeholders from higher education partner and authorities, partner industries and within the VEDC have to be consulted regarding vision-, cooperation-, content-, organization and quality assurance aspects.
 
This Joint Program BA Malang model has officially been signed in 2001 by Prof Dr Yahya Muaimin (Minister of Education) and Dr. Hagmann (Ministry of Science BW).
This education model can be characterized by skill oriented academic theory lessons taught in small groups of 15 students mainly at labs, university degree, international coordinated curriculum, high direct employment rate (actually more than 90%), minimized study duration, intranational synchronized curricula, foreign quality assurance and assured preparedness for “ready for work”. (Direct employment rate actual ~90%).
3) Compatibility of the CIM-instrument
The support by a CIM Professional assists with implementing the actual Indonesian policy for more productivity and compliance with international standards. Due to the flexibility of the German technical cooperation model CIM, it can be assured that it best combines Indonesian and German interests by professional competence of the expert and by strengthening national and international networks.
4) Results
·       The Berufsakademie (Joint Program BA) at VEDC Malang is sustainable established
The Cooperative Education on University Level offers education in Automation Technology, Mechatronic and Information Technology in Co-operation with actual 80 industry partners, PENS-ITS Surabaya and BA Stuttgart. There are actual ~600 students at BA Malang enrolled. Due to student fees to be paid, this education model can be considered as (mainly) subsidy free.
·       The liaisons with industry have been sustainable initiated and developed.
Contacts to the German chamber of commerce (EKONID) and more than 80 partner industries are established by training in (mainly all) technical specializations, engineer level education (BA), Teaching Aid Development, Production Services and Consulting.
·       The development of industry standards in Vocational Education are integral part of training and education curricula
VEDC is appointed as authorized training center for Siemens , Rexroth , Festo and Cisco and contributes this experience to develop and implement demand driven curricula based on industry standards.
·       The NTVET-GTZ component and the implementation as Indonesian German Institute (IGI) at VEDC have been successfully supported
The implementation of the vocational education component in NTVET-GTZ and the IGI VEDC Malang demand-oriented training programs for automation technology have been successfully supported.
·       Liaisons with German industries, state ministries, education and science institutes are established
Established contacts with e.g. BMF+T, BIBB, Fraunhofer Institut, ITB Bremen (EU-Asia Link Program “International accreditation of teacher education”), Universities of applied science, DAAD, DSE and ministries of the states Baden Wurttemberg and Hesse and institutions from Swiss and France are established, as well as their mechanism to maintain them.
5) Integration in the respective portfolio or sector of the German development cooperation in Indonesia.
Vocational education and training with international recognized certificates provides a substantial contribution to strengthen the competitiveness of SME in Indonesia due to a competent and demand oriented educated workforce.
The implementation of this program is fully supported by MoNE, industry associations and companies in Indonesia and has established consulting-, education-, fellowships measures and facility support links to German development partners as InWent, Fraunhofer, DAAD, Schools and education institutes in Germany and German state ministries of Hessen (HKM) and Baden Württemberg (MWK).
6) Recommendations
The Joint Program BA Malang model can be considered as highly appreciated by industry, students and cooperating national and German education institutes. It enriches the Indonesian education landscape due to a proofed success with high quality skill oriented education and provides so an alternative for engineers and teacher pre- and inline education service.
Therefore I highly recommend:
  1. This education model has to be officially legalized on a short notice by transforming the VEDC Malang in to a D4 Polytechnic, to fulfill all legal aspects as demanded by the Directorate of Higher Education.
  2. The Joint Program BA Malang Model should be proposed as the national standard; to be implemented at all P3GT’s or interested Polytechnics. To support a national implementation of Joint Program BA, I recommend to apply for a new integrated CIM expert, who may as well support the EU Asia Link transnational teacher education project.
  3. The available option for one semester Master Education in cooperation with UM/VEDC Malang and the Ministry of education State of Hesse/Germany should be implemented by August 2006, even this year all costs for the fellowship are to be borne by the Indonesian government. This example, if works out positive, may be the platform for this new approach of German Technical Cooperation Programs for a five year period financially shared by both countries.
  4. To improve the quality of teaching, focus stronger to the classroom level. Supports projects on that level will make the real difference, because it is directly targeting to the core stakeholders: teachers and students. This statement is proved by an actual pilot project called “Responsibility Plus”in the state of Hesse, in which I will be active, if I am back in Germany.
  5. Keep your principle to gain experience by international co-operations in order to improve and establish international education standards and cultural understanding.
  6. LESS IS MORE. Maintain your good contacts and do not overload you with always new activities, this will exhaust you and hamper your established contacts.
  7. For mutual quality improvements of teachers I recommend an additional pre-inline system of teacher education, to prepare, improve and select young teachers in a better way.
    Germany may provide an interesting benchmark.
